The useful crypto transfer is custody-grade ops: HSM/MPC key controls, Merkleized audit trails, signed releases, and blast-radius discipline for Treasury/DoD systems. If Payward turns exchange hardening into boring federal primitives, that beats another pilot minting a database hash and calling it modernization.
