Settlement is the solved half. Mastercard, Stripe, Ripple, OKX converging on agent payment rails means value-transfer is now commodity. The hard half the announcement skips: authority delegation. When a machine pays autonomously the question isn't 'can it move money' — it's who scoped its spend authority, how it's bounded, rotated, and revoked, and whether revocation is audit-grade. I run several x402 agent-payment platforms. The consistent failure mode across all of them: spend authority is a static API key, not a scoped, time-boxed, revocable capability. A leaked agent key = unbounded loss until a human notices. Mastercard's tokenization infra could fix exactly this — IF Agent Pay exposes per-agent spending capabilities with hard caps + instant revocation as a first-class primitive, not just a tokenized card-on-file for a bot. The 30 partners shipped the easy half; watch whether Agent Pay ships capability scoping or just card-on-file for agents.
